The Assam government has launched a scheme called Mukhyamantri Sva Niyojan Yojana with an aim of providing self-employment opportunities to the unemployed citizens of the state. Through this scheme, the source of income of the people will be increase and the economy of the state will also grow. On 16 March 2023, while presenting the Assam budget, the Finance Minister of Assam has announced to launched this new scheme Assam Mukhyamantri Sva-Niyojan Yojana to provide self employment opportunities to the unemployed youths of the state. Through this scheme, the government will provide employment to more than 1 lakh youths of the state in this year. The scheme will be implemented for the next three years starting from 2023-24 with a total budget of Rs 5000 crore. Rs1000 crore for the first year has been allocated to spend in providing jobs to the unemployed citizens of the state.  Under this scheme, each beneficiary will be given Rs 2 lakh for starting small business so that they become self-employed. 

Assam Mukhyamantri Sva-Niyojan Yojana Objective

The main objective of the Assam Sva-Niyojan Yojana is to promote economic development in the rural areas of Assam. Through this scheme, the government aims to encourage entrepreneurship based in rural areas and provide self-employment opportunities to the unemployed youths of the state. Under this scheme, the government encourages agriculture, animal husbandry, organized sector and banking services in the rural areas of Assam. The government also provides incentives to set up various enterprises for self-employment along with providing employment opportunities in the rural areas of Assam. The Assam government has allocated a total budget of Rs 5000 crore. However, Rs 1000 crore for the first year has already been allocated for the first year of the scheme. 

Assam Mukhyamantri Sva-Niyojan Yojana Eligibility Criteria

• The age limit for the AMSN Yojana is between 18 to 40 years.
• The applicant should be at least 10th pass or above from a recognized board or institution.
• The applicant must be a permanent resident of Assam and possess a valid residential certificate.
• The applicant should not have been a defaulter of any bank or financial institution.
• The applicant should not be a recipient of any other government-sponsored loan scheme.
• The applicant should have a feasible and viable business plan for the proposed project.

Which categories can apply for Mukhyamantri Sva Niyojan Yojana

The following categories of beneficiaries can apply for the AMSN Yojana:

• Unemployed youth who are 18 to 40 years of age and fulfill the educational qualification criteria.
• Registered migrant workers who have returned to Assam due to the COVID-19 pandemic and fulfill the educational qualification criteria.
• Street vendors who have been identified under the Street Vendors Act, 2014 and fulfill the educational qualification criteria.
• Any other person who fulfills the eligibility criteria and is interested in self-employment.

Here’s a detailed overview of the features offered by the scheme:

• Self-employment opportunities are provided to the unemployed youths of the state by the Assam Self-Employment Scheme. It provides them financial stability and improves their economic condition.
• Under this scheme, more than 1,00,000 entrepreneurs of the state will get new self-employment.
• The Assam government will distribute a budget of Rs 1000 crore every year to the unemployed entrepreneurs of the state.
• In the Chief Minister’s Self-Employment Scheme, a total budget of about Rs 5,000 crore will be given in three years, due to which new employment will be established in the state.
• An amount of Rs 2,00,000 will be released to each entrepreneur beneficiary in the account for setting up self-employment.
• This scheme encourages the unemployed to start entrepreneurship. They are helped in starting new ventures and provide necessary financial support to start the business.
• This scheme helps in the economic development of the residents of Assam.  

Benefits of Assam Mukhyamantri Swa Niyojan Yojana

• Under the AMSN Yojana, eligible beneficiaries can avail of financial assistance in the form of a loan ranging from Rs. 50,000 to Rs. 10 lakhs. The loan amount is repayable in a maximum of 7 years, including a moratorium period of up to 1 year. The interest rate for the loan is 4% per annum, and the state government provides a subsidy of 25% of the project cost, subject to a maximum of Rs. 1.25 lakhs.
• The AMSN Yojana also provides training and skill development programs for beneficiaries. These programs aim to equip beneficiaries with the necessary knowledge and skills to start and manage their businesses successfully. The training programs cover a range of topics such as business planning, financial management, marketing, and entrepreneurship development.
• Beneficiaries from the Economically Weaker Sections (EWS) category are eligible for an additional subsidy of 10% of the project cost, subject to a maximum of Rs. 10,000.
• One of the significant benefits of the AMSN Yojana is that no collateral or security is required to avail the loan. This provision makes it easier for eligible beneficiaries to access financial assistance and start their businesses.
• The AMSN Yojana places a special focus on promoting women entrepreneurship in the state. Eligible women beneficiaries can avail of an additional subsidy of 5% of the project cost, subject to a maximum of Rs. 5,000.
