Saur Krishi Aajeevika Yojana (SKAY) 

Energy Minister Bhavan Singh Bhati introduced the Saur Krishi Aajeevika Yojana on October 17, 2022, with the goal of constructing solar power plants in Rajasthan. Under the Saur Krishi Aajeevika Yojana, the government would lease out the unused or barren lands of the farmers/landowners in order to build solar power plants. Objective of Saur Krishi Aajeevika Yojana

The primary goal of the Saur Krishi Aajeevika Yojana is to utilize the abundant land resources of the state by providing farmers/landowners with the chance to lease or rent barren land for the construction of solar power plants on a predetermined amount basis. For this, the Rajasthan Discoms has created a web portal through which the farmers can register to lease their barren property for the construction of solar power plants. Additionally, solar power plant developers can sign up in this portal to contact registered farmers. As a result of this scheme, the farmers will prosper and their revenue will rise. The electricity generated by the solar power plant that will be built under this scheme will be available solely to the residents of the surrounding area, with enough power for agricultural activity during the day. Eligibility Criteria for Saur Krishi Aajeevika Yojana Portal

Eligibility condition for land owners for registration:

  • Any land owner (including but not limited to individual / Group of farmers, Registered co-operative societies, organizations/associations / Institutions, etc).
  • Interested farmers/landowners (single / group) may register a minimum of 1-hectare continuous land parcel.
  • In the case of a group of farmers/landowners, only one person is to be nominated by the group with proper Power of Attorney (PoA) in favor of the nominated person.

Registration Fee for Solar Energy Plant

Farmers who want to build solar plants under the Saur Krishi Aajeevika Yojana must pay a registration fee of Rs 1180. In addition, the solar power plant developer must pay a registration fee of Rs 5,900. When both parties have submitted their fees and supporting documentation. Subsidy for Solar Energy Plant

A developer will be offered a 30% subsidy under the PM Kusum Yojana as part of the Saur Krishi Aajeevika Yojana in order to build up a solar power plant.

To ensure risk protection for both parties ie the farmers or landowners and the solar power plant developer, the state government will also engage into a tripartite contract with the landowner, farmer, developer, and the relevant Discom or Company. Instruction to Farmers / Land Owners:

  • Interested farmers / land owners who meet the eligibility criteria can create their login credentials on the portal and search for the availability of choice of Circle/ District, Division/ sub division and substation on the portal.
  • Once the substation is selected, the applicant (farmers / landowners) can register their land on the portal by filling up the online form and uploading all the required documents including Jamabandi on the portal.
  • Offered land shall be of clear title, free from litigation and any encumbrances.
  • For any false information or legal issues arise at any later stage, the land owner shall be responsible and no compensation / damages shall be paid by Discoms/developers.
  • In case of multiple ownership of one land parcel/ area OR, group of farmers/ land owners intending to register their group of land, all such farmers/ land owners need nominate one of such farmer/ land owner to submit the application on the portal and Upload Power of Attorney (PoA) in favor of nominated farmer/land owner on the portal.
  • After submission of the application, land owners/ farmers need to pay the registration fee online at the portal itself.
  • After successful payment of the registration fee, a Unique Registration ID will be generated and the same will be sent to the registered mobile number of the applicant.
  • One land parcel/ area can be registered against only one substation/ plant location.
  • A farmer / land owner can register more than one number of land parcel/ area subject to payment of applicable registration fee for each land parcel / area and meeting the condition mentioned at point above.
  • Registered applications will be forwarded to the concerned Discom’s field office for the purpose of Joint Survey.
  • Discom’s field office shall upload the Joint Survey Report (JSR) along with the broad connectivity line diagram on the portal. In case of any discrepancy, the application will be reported back to the applicant for rectification.
  • Any land parcel/ area will be considered successfully registered on the portal only when the JSR and broad connectivity line diagram against the application is uploaded by Discom’s field office.
